 in and of themselves not a bad idea at all !
 The problem only exists when the "authority having jurisdiction"
 has an agenda contrary to the greater good.
 None the less, we needs must cross the "T"'s and dot the "I"'s and
 do them correctly. Play the game.

 There's been advice to retain the proper people, file the proper
 forms, and do it in the correct order, lest the Corp. of Engineers
 or some such, reach a different conclusion and cost you dearly.
 With that part of the whole issue, I do agree.

 Whether or not the issue itself has any merit is clouded in 
 political motivations, a debate that doesn't matter as far as
 stacking steel and making it work, goes.

 Heed well them that have been there, done that.
