[AF] Non-comm in trouble

I got tired of donating to non-comms when the non-profit in West Plains MO lost their STL tower, I offered a replacement at no charge, but they would not accept it, instead having a fund drive which most likely got them more than a new STL tower would cost.   All the while, their transmitter sits in an AC protected building, with a box fan from Walmart cooling it.
