A very good question of which foreigners to New York are unaware. The 
lights in Manhattan are timed so that, if you keep within the speed 
limit, you can often make the entire trip up or down an avenue 
without hitting a red light. In New York the color of the lights 
rarely influences whether or not you stop. They're mere suggestions. 
IBUZ will work perfectly in NYC. Horns, sirens, collapsing buildings, 
garbage collection and traffic noise in general will all mask the 
artifacts. In fact, they'll mask the entire signal.

It's more likely they'll stop on a red light in Massachusetts. Maybe 
a 10% better chance. Here they'll run a stop sign, get in front of 
you and slow down to take the next right. At least in Manhattan when 
they run a stop sign they accelerate. Manhattan stop signs have been 
out of order for the 20 years I lived there. An NYPD cop fixed one 
once by standing under it. It rekindled my belief in miracles.
