[BC] Expanded band Question

It was my understanding that expande dband stations got a 5 year license,  
then at the end of that the company had to turn in the license for the xbander  
or the other station
 
For example, Rama Communications license for WLAA 1680 expires 9/1/06. At  
that time, they will have to turn in the license for that or WOKB 1600
 
In the case of WEUP 1600 and WEUV 1700..
 
How come WEUV 1700 was only granted a 3 year license which expired in April  
2004? Their renewal was dismissed in January 2005.. how come?
