[BC] HD Radio in Hartford, Connecticut

I just talked to Jeff, the chief, earlier in the week.
They are operating their FM at a temporary lower power due to new antenna 
tuning issues. HD will be coming soon after that from what I understand.
They had quite a troublesome new antenna installation.
