[BC] IBOC & Overmodulation

Seems I remember and IBOC article in one of the trades 
saying that the IBOC system will not allow overmodulation by 
the analog signal, because the digital carrier has to have 
that spectrum to work.

Some stations are legally loud, and some are loud via 
disregard for the rules regarding modulation.

HuRaaay for IBOC if it won't allow overmodulation, but is 
such the case?
