It's a built in fatigue filter. Remember how Muzak used to run 15 
minutes on, 15 minutes off?

So that listener can't go to another station it shuts off. When it 
comes back on, you're refreshed and ready for another couple of 
quarter hours of listening. This way the station gets the TSL and AQH 
that goes with it. If it continued to operate, you'd turn to another 
station and  split the listening.
