I think you have DRM and DRE mixed up.  DRM is Digitial Radio  Mondale   is 
mainly for MW and HF but plans to expand to above 100  mHz.    DRE  is Digital 
Radio Express which uses the present  spectrum the FM Stereo base band above 
53 kHz.

Willie, you are describing DRE, or  Digital Radio Extra, that goes in 
the subcarrier region. VOA is  experimenting with DRM, or Digital Radio 
Mondial. Robert M. is the expert  on that mode.
