 Re-formatting, re-installing, etc. does NOT wipe the data.
 That's a fairly routine recovery, actually.

 If you really, Really, REALLY want it wiped, then you'll need to use
 either a "shredder" or a media analysis package, and write a 
 series of "walking ones" alternating with "walking zeros" across
 the entire drive, not less than three times.

 For most users, a re-format would be sufficient, but I wouldn't trust
 that if there's any sensitive data on the drive that you know about.
