A station looking for top 20 minute drive-time ratings has a short
playlist, entertaining hosts, and/or informative news. A station looking
for all day background play at work has just the opposite.

Yes, and with Arbitron showing declining PUR and TSL, radio needs to do better. Sure, you can play the top 20 ntil you burn out the songs and get a pretty good cume. But, as he said, you can lose a little cume and gain TSL. In the past 30 years or so, I have programmed (Christian) stations with a TSL of about 8 hours. So what if my cumes aren't all that great? I'm not looking for "samplers" but listeners who become involved in what we are doing. That really helps when you are a listener-supported, non-commercial station.
My slogan now is -- you don't sit down to a meal of salt and pepper, but adding a little sure helps your regular food to taste better. So, throw in an oldie or two an hour. Just keep them something your core will accept.
