Ok.  The answer is that on many of the street light poles along 
Walnut Avenue in east Pasadena there are little transmitters with 
about 6' long whips operating on 1520 kHz.  Walnut Avenue is about 
one block south of the 210 Freeway and runs parallel to the 
freeway.  I've counted about six of these things.  They are all on 
the air at the same time and some of them have about a 400 Hz tone 
that is over modulated.  I've tracked them down and have pictures of 
some of them.  I contacted the City of Pasadena's (CA) Street 
Lighting Bureau and they know nothing about them.  None of the 
Pasadena City agencies that I contacted know anything about 
them.  One woman got real indignant with me.  So, they sit on the air 
as a curiosity.  I suppose I could make one other call but since they 
really are not causing any interference to anyone I figure I would 
just keep poking at the City of Pasadena.  Besides, they make great 
conversation in this area.

The weird tone is a result of the various transmitters beating 
against each other and a combination of the various levels of 
modulation and some over modulating.

I suspect they were someone's idea of a way to disseminate emergency 
information and like so many other things the idea got lost in the bureaucracy.
