I assume either power level changes or a daytime station <g>.

The only one I saw similar was a site in Columbia where the control
panel of the transmitter had a sheet of loose-leaf taped over it with
big red magic marker lettering.... "NO TOCAR" (don't touch).  From the
amount of dust in the room, I think the site caretaker followed the
directive quite literally.
