Not necessarily. Many times, you'll see a little asterisk after "HDTV Ready* "
Then, in some inconspicuous spot, in small print, " * External tuner

It's like my wife's new car stereo, which says "XM Satellite readio ready * "
It's "ready" for you to plug an XM radio system into it's L & R phono jacks.

It's like those computer speakers with 4" drivers, powered by a 15v 800ma 
"wall wart" claiming "120 Watts P.M.P.O."
In reality, you'd only see 120 watts with an o'scope across a .1 ohm 
resistor, right at the PC board's speaker terminals, for one half of one cycle of 
1khz. That would sufficiently discharge the capacitor in the power supply that 
you'd have to wait a few milliseconds before you could get another 120 watt spike 
out of the thing.
