1 mV/m contour for all FM station classes except .7 mV/m for Class B1 
stations and .5 mV/m for Class B stations, and .5 mV/m contour for AM 
stations.

    Notice that they have to mail it out to ANY member of the public who 
is in the defined stations contours. That's a lot of mailings...
