With today's processing and transmitters you over modulate  intentionally or

dont over modulate. That flashing LED is merely a  confidence monitor :-)

Also there is no one at the transmitter to hear the clicks.  I worked  a 
night shift at a station while in college and would switch the mod monitor to  
positive peaks, we always had more positives with our RCA STA-MAX  clipper.   If 
I dozed off and the clicks went away,  I was amazed  at how quickly I woke up. 
Many times before the fone would ring from the  studios.  Later on when I 
worked a day & night job,  I just moved  the EBS receiver to my channel for a nap 
 with one eye on all the  meters.
