[BC] MCI Microwave services

MCI was here first, so we really can't complain.

However, would be nice to find out what the long-term plans are for this link.  If it is not going to be used much longer, we can patch  around things for a while.

As someone else noted, AT&T turned off most of their microwave network.  We've heard, a couple of years ago, that MCI was not going to renew their lease for the site near us.  But that was a different company (when MCI was not part of Verizon).  Plans change.
