Isn't there usually a reason for reduced power and pattern changes? 
Maybe like interference to someone the station is supposed to 
protect? It has more to do with physics than government. If you were 
supposed to be protecting me I wouldn't appreciate you using daytime 
power if a silly DX test clobbered my fully programmed signal.
