100 kW days and 50 kW nights is possible immediately, under "Rio".
Only 47 CFR Part 73 places a limit (and also a minimum) at 50 kW.
"Rio" prevents any increase above 100 kW, unless already above 100 kW, in
which case the power may be decreased, but not increased.
