250uV/m @ 3m for FM, under 15.239 - works out to about 18mW into a
conventional 32" whip but more into radiating cables
100mW @ final stage for AM under 15.219 - no limit on number of units
or placement
field limit varies by frequency for AM carrier current, radiating cable
or campus antenna systems under 15.221
field limits in all cases reference 15.209

and you can make these work legally.

Simply because they don't work.  We've been over this on the other
list.  A 
"legal" part 15 station can't produce more than 250 uW at 3 meters. 
Into a 
dipole, that works out to a couple of nono-watts.
