15.209 and 15.219 are seperate rules. part 15.219 is Basically 100mw DC
input to final RF stage and a 3 meter limitation on coax antenna and ground.
Now in a part 15 unit like a rangemaster the antenna is treated as a
capacitor in the RF output circuit, but most homebuilt part 15's use a 12.5
ohm output and a matching coil with a 3 meter radiator. as far as ground.
"Most FCC Agents" treat the ground lead only going from transmitter unit to
whatever the unit is mounted on as ground. they "most agents" don't consider
the mounting structer as ground. this is why part 15.219 goes so far. part
15.209 is for carrier current use and/or campus rules use. 15.221 is for
campus stations. this is how most agents and most part 15 operators
interpret the part 15 rules. also carrier current when fed into the neutral
side of AC wiring can cover blocks while still only leaking the specified
f/s off the power line. some ops choose tp phase match the two on the same
frequency while others choose to use carrier current on the low end and part
15.219 for the high end of the band.
