It isn't if you break just the top of the neck.
But when you hit it with a rock, rocket or shot-put the glass goes flying everywhere rather quickly. You could be injured from the flying glass if you are too close.
Of course, the influx of fresh air causes the dead electrons to come to life and they hurl themselves at each other until they break the glass into small pieces. ;)
