right bill, i understand one of the local ham attorneys who does pro bono 
work for ARRL has been consulted.   there are also several documents on 
their website that address municipalities attempting to regulate rfi.  it 
must be fairly common.

Be sure to get the ARRL involved.  They do a lot of good on such issues.
