Well, yes -- when the "standard broadcast band" was 550-1500 kc.  When it was expanded to 540-1600 kc, obviously the police band had to be either moved up or truncated.  Actually, when I lived in Merced, I picked up a remote from KBBV in Big Bear Lake on 1606 kHz, so that portion of the spectrum has also been used for RPU.
