what often happens (this goes for broadcasting too) is that the majority of
folks are on the fence or don't care. A tiny (maybe 4% of pop.) minority
will be passionately against any antennas at all. reasons vary: incorrect
belief that they are harmful to health, or think they are ugly, dangerous
or something else but in any event, they are rabidly unwilling to
compromise or listen to reason. these people are extremely vocal and
browbeat fence sitters and others who are otherwise apathetic until an
opposition is stirred up.
