According to Bob Carpenter's program/FCC data, KKGM has a CP for 10 kW omni 
from a new site using a 164 degree tower, for which the field at 1 km is 
shown as 1,143 mV/m.  That would convert to ~361 mV/m at 1 km for 1 kW.

If an FCC limit of ~282 mV/m for 1 kW at 1 km exists for X-banders with 
towers of any electrical height--what do you think explains this?
