The only part of the RM that remains open is the comment and reply
comment period on NRSC-5. All other comments have been closed and
a first report and order has been issued.
If you are familiar with Commission procedure, you know this implies
a Second R&O will be issued sometime this fall.

There may be judicial review, however that will be frustrated by
the fact that a full series of RM's has been held over a period
of nearly 15 years. The possibility of a tort action is more likely,
but there are forces at play that will draw this out I suspect.
Forget Congress, the NAB and major groups have $poken.

After about 3 years they will have the same difficulty rejecting them
as they did FM radios after 1975. It will take a special order to omit
one and you will probably be told it will hurt resale value.
