A better use of the English language would have been for me to state, 
"that radiator's efficiency seems unbelievable".

The term "faked" does imply an act which was human-caused and which was 
intentional.

This definitely was not my intended meaning.

You are right to be outraged.

I apologize.


Now, I can point to several cases where a radiator's efficiency is 
precisely the minimum for the station's class, and the power is also the 
maximum for the station's class, yet the radiator height is either much 
taller than that which corresponds to the minimum for the class or is 
much shorter than that which corresponds to the minimum for the class.

In these cases, the numbers have definitely been massaged to meet agendas 
which have nothing to do with an engineer's measurement methods or with 
measurement accuracy.

Such as making a poorly performing radiator appear to be conforming, or 
to make a super-performing radiator also appear to be conforming, say, 
for the purposes of domestic or international notification.
