 Actually, no.
 Mode changes are specified to standard time, based on where the sun is in the sky,
 not the political whims of local time, except for PSA and PSSA.

 Also, the time division(s) as to what is spec for a particular station to change
 modes, is ( or was at one time ) based more on where the terminator falls at
 a particular location at what hour/minute standard time.
 It is NOT true that all stations in any given state have mode changes at the
 same standard time.
