[BC] No-code Amateur license

Either everyone has seen this or everyone has missed this.

Commission released notice of proposed rulemaking last week (Wednesday's  
dailey digest, very last item) regarding amendment of Amateur rules.

Proposes to remove the code requirement for all amateur classes, but does  
not make any other changes.

Presumably the technician no-code and technician code licenses will, in  
effect, be merged, the no-code techs allowed to move up to the bands  
allowed for the code techs.
