That's probably correct.
It was always true that if one held a commercial telegraph, the code test
could be waived.

The last "theory" test I saw was little more.

Doesn't appeal to me either.
As I alluded to earlier, my extra was and is, strictly a vanity thing.
The VAST majority of my operation was always in the novice bands.
Of course, at that time, techs were limited to novice bands, and above
50mhz.
Things have changed.
I've known a few techs and some generals who could easily run rings
around most extras, and most professionals as well.
Those guys were just fine with operating on my call on those rare
occasions we did some experimental thing in a band they weren't
licensed for.
