[BC] MS objection to IBOC

I note with interest a sentence buried in the iBiquity notification of the
meeting with Martin.

iBiquity urged the agency to not delay taking action on these items
(nighttime AM and Suplemental audio services and advanced data services)
while it separately considers adopting NRSC-5 as the nation's digital radio
broadcasting standard.

They know they have a huge fight ahead of them on NRSC-5. They need to keep
pushing the roll out to keep cash flow.
They are trying to separate the two.

Question: Just like you can't have a digital standard without a Codec
(which is the standard). How can the commission continue to authorize the
roll out when major questions have been raised about the "not yet adopted
standard" which is being rolled out??
