[BC] EAS Screwup

The National Weather Service in Tallahassee just issued a bogus Radiological
Warning for all of Florida (including the coastal waters out to 60
miles).....both local TV stations called me to find out if we had sent it
out (we are the LP1).....seems like EAS works great when someone screws up,
but when you need it to work, it never does....
