[BC] EAS Screwup

In LV, a SVR is a serious emergency given their rareity and voracious
nature of them as they come up over the nountains and sweep over the
strip. Unlike the storms here in the midwest where you can see/hear
them coming a 1/2 hour off, you don't have that option if they come
from any direction but over Lake Mead. Which can be REALLY dangerous
if you are not keeping an eye on the WX and are on thre west end of
town.
That point makes it all the more important to have the system
operating at best peak efficiency.
