Yes.
Unlike out un-enlightened FCC, Canada realizes that things like MOUNTAIN
RANGES block FM signals, and use them to their advantage in FM allotments.
Our FCC also gives out dumb things like Denver waivers, which protect FM
stations in areas where they CAN NOT be heard!
They also realize the good that commerical low power FM stations can do to
smaller communities. I know of a 100/30 meter watt commercial FM in Arizona
that's protected as if it was a full class A.

Do like Canada does. Give a year to simulcast then they cut off the AM.
IMHO, Canada has done a much better job of allocating the FM band.
