No, the "state" selection menu only lists those states within the "United 
Mexican States" which are in the U.S.-Mexico "border zone".

However, the entire data base lists those Mexican FMs in every one of the 
United Mexican States.

So, you intentionally don't use the "state" selection menu at all, and 
then you get all Mexican FMs.
