[BC] Can a Translator Re-broadcast an LPFM?

Talofa all:

I posed a question once before regarding whether LPFMs were allowed to be
broadcast on translators.  The answer I received from several people was
"NO."  However, an outfit here in American Samoa has received CPs for 3 FM
translators and the CP specifies an LP as the main station.  There was no 
waiver
request.

Can anybody point me to the rule in Section 74 that prohibits translators
from re-broadcasting an LPFM?
