[BC] Should Skywave Listening protection continue?

If skywave is deleted on account of some perceived "advance" such as 
IBOC, then all Class As should immediately be reduced in class to Class 
B, and about 10,000 new micro-power stations should be added all over the 
place on those former Class A frequencies, just outside the now Class 
B-sized primary service area of those former Class As.

Presently, such stations are 900 miles or more distant from the Class As, 
on account of the secondary service area of those Class As.

If reduced to Class B, these stations could be within a few hundred miles 
(perhaps a hundred or less miles, in some unique cases, such as DA-1 
Class As).
