WJR's 1 V/m contour falls at about 1.7 miles -- around 10.7 square miles is 
"blanketed."   Probably a pretty good pop count in that area, now.

47CFR 73.88 seems to incorporate 73.318 by reference, which grandfathers all 
sites established before January 1, 1985 unless their antenna is replaced or 
modified, and they are issued a new CP.  Then it is limited to 1 year, and 
states that the requirement to satisfy blanketing complaints specifically do 
not include interference resulting from malfunctioning or mistuned 
receivers, improperly installed antenna systems, or the use of high gain 
antennas or antenna booster amplifiers.  Mobile receivers and non-RF devices 
such as tape recorders or hi-fi amplifiers (phonographs) are also excluded. 
After 1 year, stations need to provide technical  information or assistance 
to complainants on remedies for blanketing interference, but do not have to 
resolve complaints at no cost to the complainant.

The 1-year obligation for no-cost complaint resolution might have affected 
WJR when they put in their new standby tower, if done after 1-1-1985.
