Legally, a flight plan is only required when flying under
instrument flight rules (IFR). A VFR (visual flight rules)
flight may be conducted without filing a flight plan.

The school where I learned to fly required students to file
flight plans on their cross-country trips, but that was a
school requirement, not a legal one.
