Never attribute to conspiracy that which can be easily 
explained by stupidity, and I think it applies here.

The added business for the commercial coordinators is 
minimal compared with their cell phone business.

This was done as an economy move from a "management" 
viewpoint within the FCC IMHO. They had thousands of 
applications for microwave being process by the WTB 
compared with a few dozen for broadcast, and, to a 
communications lawyer - a/k/a Commissioner - microwave 
is microwave, therefore they combined the two and 
eliminated the overhead for most BAS in the MB.

The problem is the WTB database was well known to be 
next to useless. They tried to fix it, and I suppose 
they did improve it somewhat. I know I lost count of 
the number of times they sent out replacement licenses 
because they had made yet another computer run.

Clearly, the WTB is geared to accept massive 
applications from batch filers who submit directly by 
computer. The single hop, single application broadcast 
stuff must drive them crazy. Face it, they are in 
business to collect from the cell phone industry 
- to conduct auctions and collect filing fees.

a law firm with a computer and a bunch of clerks,
and lawyers at the top. Since it's the most active
bureau and generates the revenues, it's logical that
that's the training ground for future Commissioners
and Bureau Chiefs (using D.C. logic). <g>
