Take the highest structure in an area, lay an imaginary ball with a radius
of 150' up next to it and laying on the ground, and anything outside this
radius is (supposedly) "out of reach".  This goes for any adjacent
structures, if your structure penetrates the imaginary surface of this 150'
radius ball, it's a likely candidate for a hit.
