Possibly. Gates had problems with the solid state drivers in the
early days thus it's possible some were modified to tube type
similar to their "P" version predecessors.
Also, you have started me wondering about the RF driver and if
they may have kept a tube driver on the RF side. I'm sure the
H's were designed to have solid state modulator drivers but
my memory about the RF side is a bit foggy.
The "H" models were supposed to be hybrids, IOW all SS except
for tube finals. It is possible they needed more drive than
they could get with SS for the 10H and stuck a tube in there.
A single RF driver 4-400 would have been a reasonable solution
so I won't deny the possibility. Gates did use the 4-400 in
the FM-1B/C so the parts were on the shelf and design engineering
was very familiar with its application.
