The "expletive" defense was successfully used to retrieve a "lost" 
three-letter call precisely once, the justifiably famous "KHJ Case".

The Commish is now "on" to this subterfuge, and subsequent owners will 
have to resort to "riders" to bills in Congress in order to force the 
Commish to "resurrect" the old, deleted calls.

Since at least on expanded band station was "mandated" by Congress, after 
the Commish had "denied" its application, it is safe to say that future 
communications law will likely be made both by the Commish, and by the 
Congress.

If Texas was deemed to need more Class A AMs ... it has "only" three, now 
... I'm sure the present Congress could come up with the appropriate 
legislation. The bill's signature in the White House would be assured.
