[BC] BPL flaws

the new motorola bpl system is supposed to run the bpl only on the low 
voltage portions of the grids (how that helps I don't know) and the 
unofficial word is that it effectively notches the ham bands.  My source 
tells me that the top design engineer on this project at Motorola was a ham, 
and that ahem, was a key factor.
