True, but prior to the new PCN days, you couldn't get a license without the 
local coordinator's letter, or a good explanation of why you couldn't get 
one.  Our local < 2GHz coordinator never suggested frequencies, even when I 
asked him to.  I made the request, he passed judgment.  Of course, that's 
all out the window now.  The database is a good idea, although as everyone 
agrees, they were woefully inaccurate.

Of course the SBE can't issue licenses, and 'network entities' can apply for 
STA's or even actual Part 74 licenses at permanent installations.

Still, coordination involving different licensees should be done by a 
neutral 3rd party, and the SBE is pretty 'above board', even though their 
members might work for some of the stations involved.  Since the SBE is a 
non-profit (probably a 501 (c) (3)), it's quite appropriate that they 
perform services at no cost, or for the cost of actual expenditures only.

If that includes a couple of beers at the game, I guess that's OK, if they 
don't get too rowdy  ;-)
