The towers are being replaced because they are safety hazards.
The shorter (82 degree) vs. current (111 degree) sticks are on account of
the existing piers not being able to support a replacement tower of 111
degrees which meets current safety standards, but these piers are stated
to be capable of supporting 82 degree towers without being reinforced.
The new 5.6 kW day and 5.5 kW night powers are for compensation for the
lower efficiency of the new shorter towers.
The array parameters stay the same, and the RMS stays substantially the
same.
Exemption from "ratcheting" is being requested.
As to the STA for 10 kW, that will remain: the the new STA day and night
powers will be twice the new CP day and night powers.
Meaning, presently 10 kW day and night, under an STA, and this
application is implicitly for 11.2 kW days and 11.0 kW nights, also under
an STA, although it states 5.6 kW-D and 5.5 kW-N.
The STA is a consequence of interference being received from Cuba.
The tower coordinates are being corrected, so the array's location
appears to be different. But it is not ... the original piers are being
reused as-is.
