[BC] Attack of the Demon Dimmers

i had a dorm room that had this "problem", and the suspect outlet
happened to be right where i wanted to put a refrigerator...needless
to say after i moved out of that room there was a switch on the wall
that said "switched outlet" but yet for some strange reason didn't
seem to control anything ;-)
