[BC] WDAE towers

When the towers are replaced with the new shorter ones, the licensed power
will be 5600W, but because of Cuban interference, the station will operate
under STA at 11,200W--much as it has remained licensed for 5 kW but has
operated under STA at 10 kW for--what, 20 years now? There will be no change
in the actual day or night groundwave service contours, although the
vertical radiation pattern will change. I'm guessing that the 10-kW
operation has never been licensed because it does not meet some interference
criterion even though there apparently have not been any protests from other
US stations.
