Ed, just hit me...
 
That is about the charge-discharge cycle of a fusion reactor of many experimental types,  from what I have read, especially the particle beam or laser ignition systems.   
 
Take your Geiger next trip and see!   And be on the lookout for trucks carrying HY5 Thyratrons from EEG!!  
 
Could also be a large synchrotron such as for "Star Wars" particle beam weaponry.  Again, cycle times of the huge superconductive electromagnets is in that general time frame from some reading I did some years ago.
 
If molten salt starts to bubble up near you, move!!
 
But I am disappointed...in the times I have measured in that area, I never once was accosted by men in dark glasses and black uniforms.  Guess I do not look dangerous enough.  *sigh*
 
Worst case with the Feds was many years ago when in Waterloo, Iowa I had the inspector open the FIM up, after seeing the batteries and gears and capacitors in it on the X-ray, and ask me what time it was set to go off!  Right in front of the "no joking" sign!
