I'm aware of that. I suspect that the same areas that have repeaters 
will have transmitters in this new spectrum.

Since their current charters prohibit localization I wonder if the 
FCC will require entirely new facilities and staff to at least make 
it look like they're honoring their promises. Will the FCC permit 
their current programming in the new spectrum? Then your new 
"weather" radio will pick up 150+ entertainment channels and 
EAS/Amber/Lifesaving alerts. It's digital, so it must be able to do that.
